Foreign Office, December 5, 1907. "SAINÁM." I have been asked by the Chinese Minister for time to telegraph to the Viceroy of Canton in regard to the settlement of the claim of the "Sainam and the taking of effective measures by the Chinese authorities for the suppression of piracy in Canton waters. I replied that I thought that the Admiral had already taken some steps, for, if the Chinese authorities did not act, it was necessary for us to take action in the matter ourselves.

I gathered, however, from the Chinese Minister that there is some prospect of a settlement, and I have therefore requested the Admiralty to instruct the Admiral not to take active measures for the present, though if vessels have already been sent they should not be withdrawn.

Please inform the Consul-General at Canton, and tell him to keep you fully informed as to the real attitude and disposition of the Viceroy, and as to what steps he is taking for the settlement of the "Sainam
